Who makes the determination as to whether a school district’s truancy prevention measures are working?

A district needs to make such a determination in order to not refer a student to truancy court after the student’s 10th absence.  This determination is made solely by the school district and is pretty much a subjective determination.  There are no objective factors that must be met to demonstrate that truancy prevention measures are working.  Nobody will be looking at such determinations to evaluate whether such a determination is accurate.
