Although annual education of municipal court bailiffs and warrant officers is not required, the Texas Legislature, the Court of Criminal Appeals, and the Texas Municipal Courts Association recognize the importance of training and allocating funds for training the people who maintain courtroom security, serve process for the court, and assist in fine collection and enforcement. Bailiff/Warrant Officer Seminars offered by TMCEC always contain a court security component, making costs for attending reimbursable through the Municipal Court Building Security Fund. (See Art. 102.017, Code of Criminal Procedure).
The 2007 Texas Legislature required the Office of Court Administration to begin collecting data related to all court security breaches or inappropriate conduct or comments made upon the court and its personnel. 2008 12-Hour Bailiff/Warrant Officer Seminar $100
This seminar will tentatively include a case law update pertinent to bailiffs and warrant officers, an ethics class, a session on capias/capias pro fine/warrant distinctions, sessions on collections and judicial protection, and many more. Participants are also eligible for 12 hours of TCLEOSE credit, for those bailiffs or warrant officers who also maintain a Texas peace officer license. Four additional TCLEOSE hours may be gained by attending the optional pre-conference on Gang Awareness. More information including a brochure and a registration form will be available December 2008.
